Con questa patch, proposta da utvikler e e sottoposta da hamada, si risolve il bug 131.

fixes issue 131 NetworkConfigurator - getRelayMaxClients() returning incorrect maxclients

Adesso il metodo NetworkConfigurator.getRelayMaxClients() restituisce correttamente il numero massimo di relay.
